About the Founder

Dr Jonathan Chang is a Senior Fellow at the Blavatnik School of Government, University of Oxford, where his research examines how artificial intelligence is reshaping the relationship between governments, institutions, and citizens. His work focuses on AI governance, public policy, and the future of public institutions, drawing on extensive leadership experience across the public, private, and social sectors.
He is the author of Personal Branding: Crafting Your Path to Success, published by World Scientific, and a recognised advocate for leadership development, lifelong learning, and professional growth. Dr Chang is a recipient of the SkillsFuture Fellowship, Singapore's highest accolade for lifelong learning and skills mastery, presented by the President of Singapore and the Minister for Education. He is also an award-winning case writer, recognised by the European Foundation for Management Development (EFMD).
Dr Chang has held senior leadership positions across government, technology, finance, and philanthropy. He was the founding CEO of HeritageSG under Singapore's National Heritage Board, overseeing flagship cultural institutions and national initiatives attracting millions of visitors annually. His experience also includes serving as CEO of Fintopia Indonesia, a major Southeast Asian fintech platform, and leadership roles at Google, Shopify, and the Lien Centre for Social Innovation. More recently, he has served as CEO of Khetan Foundation, a Singapore-based philanthropic organisation supporting education and poverty alleviation, and as Director of the 0G Foundation, advancing decentralised AI infrastructure and its potential as a public good.
Dr Chang holds degrees from the University of California, Berkeley, Stanford Graduate School of Business, and Harvard Kennedy School, and a doctorate from the University of Pennsylvania.
